Many will release useless video, many parts edited out, including relevant parts, parts that may make the jurisdictional law enforcement look less than perfect. A few let the body cam footage to be controlled by officer, some departments delete footage as low as a month. A extreme few ignore FOIA requests or give you the runaround so they can refuse the request. I can only imagine the departments that do any action to protect themselves over serving the public intrest would be the ones to violate your civil rights and "accidentally" totally lost the footage, and they're totally sorry about that.

If I were to do the thing a law enforcement officer did and I can get charged, so should the officer. If the officer quits, the investigation should continue. most car cameras keep a short period on a temporary basis that goes permanent if the camera detects an impact so there is a run up to the accident/incident. assume the BWC is recording on a temporary basis at all times when 'on' and the 30seconds before being pressed to 'record' is included in the permanent record.

I had a neighbor who tried to keep my dog when she dug her way out of my yard. I could hear her barking and figured out which house it was. I knocked on the door and asked if they had seen a little brown dog while I could clearly hear my dog and people shuffling around behind the front door. No one opened the door so I gave it an hour and tried again, using a kind tone, they were my neighbors after all. Still no answer I called PD and apologized for such a silly call but our dog is family. I told them to just send someone whenever they had a chance. Not a huge emergency. I swear not five minutes later a cop shows up, knocks on their door and still no answer after announcing he was police. After a few attempts, my little dog comes around the side gate to the front of the house prancing and smelling like bacon and pancakes. The neighbor never did come to the door and I decided to leave well enough alone. Told the cop no report necessary. I got my doggie back well fed and happy and I went home. You never know the state of mind people are in. Better to be polite as possible before getting police involved. Sometimes it's unavoidable.
A dog is considered property. But they also received calls from neighbors about someone matching her description carrying a large butcher knife in public (threat).
Fellow gun range employee here, it's pretty hard to get shots on target after trying to get run over with a 4,000+ pound car, especially with all the adrenaline which is why we train so much. I also noticed they were shooting with iron sights instead of an optic which does help with follow-up shots. If any law enforcement is reading this, don't use whatever grip tape the officer was using at 16:42 , instead use HandleItGrips as it is so much better for just 25 bucks
@@lsx646It wasn’t an issue with accurate shots or followups. That only mattered when the car was still in the driveway and yard. It was a horrible judgement call to continue firing while the car was fleeing down the street with houses directly in the background. They were just as likely to injure some resident as they were to actually hit the suspect at that point. They should’ve deployed a taser when she first started fighting back while trying to remove her from the vehicle since they already had seen camera footage of the knife from the guy’s phone footage and she was subsequently being non-compliant. Short the knife, I don’t think tasers should be used simply for not complying with verbal orders. They’re non-lethal self defense weapons, not compliance tools.

I think one officer should have had lethal and the other non-lethal while the third officer gives commands and gets physical with the suspect with a knife. I also agree it was pretty stupid to keep shooting after the car was driving away with those houses as a backstop. One of the important rules of gun safety is always know your target and what is beyond your target. Obviously the cops didn’t do it on purpose but the Officers definitely need more training with firearms.

The only justification I can think is that she might be a threat to the community, since she just showed disregard for officers life, and was apparently agitated, wielding a butcher knife. If she ended up injuring/killing someone with her car or stabbing someone, officers might be blamed.

I don't recall hearing in the 80's and 90's cops just shooting up a block after a suspect drives away just because they were juiced up on adrenaline. What happened to taking a shot when you know no one else will be harmed?? This is why the public fears the police nowadays.
The two sheriff's troopers WERE NOT young rookies or inexperienced! Why then did they NOT CALL for back up & a supervisor before they further engaged the suspect & as soon as she told them "im going tru a lot" which indicates a mental-health incident? Afterall, this was called in as a suspect brandishing a knife in public call & more troopers should have deployed from the outset.
They wanted to rush to violence as fast as possible, as noted by not doing anything proper before trying to violently remove her from her car, and then trying to kill her when she fled for her life, which very shortly thereafter became apparent that she was in fact fleeing for her life. She stopped in an extremely public location, thankfully, which ensured these officers didn't just kill her on sight (if they felt justified in shooting her dead as she drove away in her own lawn, then shooting her dead anywhere else was an option, i.e. completely illegal).
He probably was going for his car, thinking it was going to be a pursuit. He was already in violence mode. Not even looking to assist his fellow officer. Just "HOT PURSUIT, WE HAVE A LADY WHO RESISTED BEING KIDNAPPED, ALL VIOLENCE IS NOW AUTHORIZED."

She may or may not have tried to use the car as deadly force. She may have panicked trying to get away. Either way, the visible threat to their safety was well away before they started firing. Luckily there were no pedestrians or children present when these officers were shooting all willy nilly.
What you see as a visible threat is not the same as what these officers felt as a threat or not. For firing "willy nilly" they somehow managed to hit her.
At no time were either of those deputies in danger. But, anyone that resists and attempts to drive away deserves whatever they get because they brought it on themself. I do hope they find a sane owner for the dog
I support law enforcement and what they need to do to keep themselves safe. I am very thankful that no officer was harmed during this person's hazardous driving. However, I do feel that the engagement of firearms in a residential area at a fleeing vehicle was definitely a risky choice to make in that situation. Glad that no one was hurt or worse in this perpetrator's capture and very happy to hear that the dog was kept out of harms way as well. Maybe whoever had her (other?) dog, did so for the sake of the dog's safety. If so, kudos to them!

Because it's not your job to maintain law and order, which is why we have police departments to enforce the law. If you could shoot a fleeing suspect so could a hundred other people and then there would be "no order." Look again. She backed up then went forward, turned right and aimed straight for the officer in her front yard. She was trying to run him down. That’s use of vehicular deadly force which is why the officers opened fire.

Actually I think he thought she was going to continue backing up into the street like a normal person would do. Instead, she backed up and then went forward through the yard, which meant that if he had not jumped back she would have hit him. She also lied to dispatch when she said she was sitting in her chair at her home with the dog and then hung up on dispatch. I'm not happy with them firing at her fleeing car - she obviously was having some sort of mental breakdown - but in her condition she did not need to be driving. She looked angry on the Ring Doorbell camera and going into someone's backyard without permission is wrong. She had called 911 for help and should have waited until the cops showed up and let the cops handle getting the dog back if he was really at that residence.

She did not need to be harassing the neighbors, going into their backyard while carrying a large kitchen knife, lying to dispatch when they called her back and hanging up on them, then fleeing the scene, almost hitting one of the LEO, driving erratically on residential streets, failing to comply with officers commands when they found her. She compounded the situation multiple times - She's lucky that she wasn't seriously wounded or killed. The Sheriff's Office, acting as local PD, is extremely fortunate that no other citizens were injured or killed or citizen property damaged from the shooting.

Many will release useless video, many parts edited out, including relevant parts, parts that may make the jurisdictional law enforcement look less than perfect. A few let the body cam footage to be controlled by officer, some departments delete footage as low as a month. A extreme few ignore FOIA requests or give you the runaround so they can refuse the request. I can only imagine the departments that do any action to protect themselves over serving the public intrest would be the ones to violate your civil rights and "accidentally" totally lost the footage, and they're totally sorry about that.

If I were to do the thing a law enforcement officer did and I can get charged, so should the officer. If the officer quits, the investigation should continue. There should be universal penalties to law enforcement officers for accidentally losing footage. If footage doesn't exist, all charges should be dropped. I do not think people know what law enforcement officers go through on the daily. Ine if the most dangerous stops an officer can ever go to is a domestic disturbance. When the public outrages because they "only had a toy gun" is unacceptable. The officer has a fraction of a second to analyze the situation, the threat, potential for others to be harmed, and center of mass on target if they believe the gun to be real. The ones that don't shoot are the ones that believed there was no deadly weapon that could be used in under the officers reaction time frame.
Really, most of those shots were fired when she was driving away. Officers should be reprimanded if not fired.

most car cameras keep a short period on a temporary basis that goes permanent if the camera detects an impact so there is a run up to the accident/incident. assume the BWC is recording on a temporary basis at all times when 'on' and the 30seconds before being pressed to 'record' is included in the permanent record.

I had a neighbor who tried to keep my dog when she dug her way out of my yard. I could hear her barking and figured out which house it was. I knocked on the door and asked if they had seen a little brown dog while I could clearly hear my dog and people shuffling around behind the front door. No one opened the door so I gave it an hour and tried again, using a kind tone, they were my neighbors after all. Still no answer I called PD and apologized for such a silly call but our dog is family. I told them to just send someone whenever they had a chance. Not a huge emergency. I swear not five minutes later a cop shows up, knocks on their door and still no answer after announcing he was police. After a few attempts, my little dog comes around the side gate to the front of the house prancing and smelling like bacon and pancakes. The neighbor never did come to the door and I decided to leave well enough alone. Told the cop no report necessary. I got my doggie back well fed and happy and I went home. You never know the state of mind people are in. Better to be polite as possible before getting police involved. Sometimes it's unavoidable.
A dog is considered property. But they also received calls from neighbors about someone matching her description carrying a large butcher knife in public (threat).
The two officers were ordered to spend one week at the shooting range and one day at the optometrist’s.
Fellow gun range employee here, it's pretty hard to get shots on target after trying to get run over with a 4,000+ pound car, especially with all the adrenaline which is why we train so much. I also noticed they were shooting with iron sights instead of an optic which does help with follow-up shots.
If any law enforcement is reading this, don't use whatever grip tape the officer was using at 16:42 , instead use HandleItGrips as it is so much better for just 25 bucks

@@lsx646It wasn’t an issue with accurate shots or followups. That only mattered when the car was still in the driveway and yard. It was a horrible judgement call to continue firing while the car was fleeing down the street with houses directly in the background. They were just as likely to injure some resident as they were to actually hit the suspect at that point.
They should’ve deployed a taser when she first started fighting back while trying to remove her from the vehicle since they already had seen camera footage of the knife from the guy’s phone footage and she was subsequently being non-compliant. Short the knife, I don’t think tasers should be used simply for not complying with verbal orders. They’re non-lethal self defense weapons, not compliance tools.

I think one officer should have had lethal and the other non-lethal while the third officer gives commands and gets physical with the suspect with a knife.

One of the important rules of gun safety is always know your target and what is beyond your target. Obviously the cops didn’t do it on purpose but the Officers definitely need more training with firearms.

The only justification I can think is that she might be a threat to the community, since she just showed disregard for officers life, and was apparently agitated, wielding a butcher knife. If she ended up injuring/killing someone with her car or stabbing someone, officers might be blamed.

The two sheriff's troopers WERE NOT young rookies or inexperienced! Why then did they NOT CALL for back up & a supervisor before they further engaged the suspect & as soon as she told them "im going tru a lot" which indicates a mental-health incident? Afterall, this was called in as a suspect brandishing a knife in public call & more troopers should have deployed from the outset.
They wanted to rush to violence as fast as possible, as noted by not doing anything proper before trying to violently remove her from her car, and then trying to kill her when she fled for her life, which very shortly thereafter became apparent that she was in fact fleeing for her life. She stopped in an extremely public location, thankfully, which ensured these officers didn't just kill her on sight (if they felt justified in shooting her dead as she drove away in her own lawn, then shooting her dead anywhere else was an option, i.e. completely illegal).

I support law enforcement and what they need to do to keep themselves safe. I am very thankful that no officer was harmed during this person's hazardous driving. However, I do feel that the engagement of firearms in a residential area at a fleeing vehicle was definitely a risky choice to make in that situation. Glad that no one was hurt or worse in this perpetrator's capture and very happy to hear that the dog was kept out of harms way as well. Maybe whoever had her (other?) dog, did so for the sake of the dog's safety. If so, kudos to them!

Because it's not your job to maintain law and order, which is why we have police departments to enforce the law. If you could shoot a fleeing suspect so could a hundred other people and then there would be "no order." Cops are allowed to shoot at fleeing suspects because the Supreme Court ruled--under certain situations--it was legal to do so. Tennessee v. Garner :: 471 U.S. 1 (1985)

Thank god the officers the dog and the girl are all ok other than the gunshot wound to her arm. Could have been facing murder charges if she hit him. Hope she gets the help she needs.

Why were shots being fired at the car when it was driving away and wasn’t facing anyone? At that point those officers were putting every person on that street down range of those shots in unnecessary danger.
Look again. She backed up then went forward, turned right and aimed straight for the officer in her front yard. She was trying to run him down. That’s use of vehicular deadly force which is why the officers opened fire.

@@Spiritlife01 10 points for captain obvious! A cop isn’t supposed to use a weapon to punish. They are supposed to use a weapon for self defense. At the point the car was facing the cop and going towards them then YES, they were entitled to shoot but the second she was no longer facing the officers and was driving away she no longer posed a threat to them. At that point the officers shooting was what posed a threat to innocent bystanders and people in their homes.
@@kcindc5539 I did “look again.” If YOU would “look again” you’d notice I was ONLY talking about the shots the cops were making as she was driving away. At that point she posed no immediate threat to the officers and them shooting at the car could have hurt others.
@@joejones8776 you have to remember her use of deadly force doesn’t automatically end just because she didn’t hit the officer she was aiming for. As long as she’s fleeing she poses a threat to the community. They were justified in their efforts to thwart her attempt to leave.

Actually I think he thought she was going to continue backing up into the street like a normal person would do. Instead, she backed up and then went forward through the yard, which meant that if he had not jumped back she would have hit him. She also lied to dispatch when she said she was sitting in her chair at her home with the dog and then hung up on dispatch.
I'm not happy with them firing at her fleeing car - she obviously was having some sort of mental breakdown - but in her condition she did not need to be driving.
She looked angry on the Ring Doorbell camera and going into someone's backyard without permission is wrong. She had called 911 for help and should have waited until the cops showed up and let the cops handle getting the dog back if he was really at that residence.
@@marykfair7521 My analysis looking at all the evidence is that she was clearly in flight mode and not fight mode. She was clear of all coppers by the time shots fired. It was totally retaliatory, but back the blue until it happens to you.

She did not need to be harassing the neighbors, going into their backyard while carrying a large kitchen knife, lying to dispatch when they called her back and hanging up on them, then fleeing the scene, almost hitting one of the LEO, driving erratically on residential streets, failing to comply with officers commands when they found her. She compounded the situation multiple times -
She's lucky that she wasn't seriously wounded or killed. The Sheriff's Office, acting as local PD, is extremely fortunate that no other citizens were injured or killed or citizen property damaged from the shooting.
