Annie, I believe the park is open for 24 hours but the entrance isn’t staffed for all 24. Check the .gov website. You can definitely access the park at night to see the lava glow and lava lake (if Kilauea is still erupting when you’re there)
On "where to stay," US veterans are eligible to stay at Kilauea Military Camp, inside the park. I first went in the 1960's since my dad was in the Navy. My family has returned several times and will stay there again this August. Rustic cabins, renovated over the years and hotel style rooms. And, admission to the park is free for veterans. Not luxury, but a grreat place.
