well there's a few factors. Might be the particular gyms they train at which don't teach chambering the kicks as much. Might also be because Dutch Kickboxing has a base in Kyokushin Karate, particularly the style that was taught at Mejiro Gym in Tokyo in the 70's which then became the basis of Dutch Kickboxing. But there are plenty of kickboxers that chamber their kicks and use the hip rotation like Thai fighters do. Kickboxing really is a very diverse sport in which you'll find a lot of stand-up fighting styles.
