It would probably be cheaper to move all the residents to New Zealand. They can have their own enclave. Move the solar panels and leave the junk behind. Let it get destroyed with the next storm. Anyone who doesn't want to leave would be forcibly removed for humanitarian reasons. This is bizarre - spending all these resources for these people to still live in squalor. Nobody in the videos between 15-25 years old.
