The sad thing about Xander is that if he had waited for back-up, he probably wouldn't have lost his eye. But Xander's so consumed by anger that he can't realize such a simple thought.
I get that the narrative of this arc is mostly used to show the limitations of robots and how, despite their apparent humanity, they differ from real human beings. It's an excellent way to show that they *don't* have free will, they *have* to follow their programming, and they *can* be reprogrammed to become someone else entirely. However, the *best* part of this arc is easily Dr. Wily's parts. Showing how he's building the next line of robot masters, how he interacts with his creations, and setting up both Ra Moon and Blues for the following story lines...It really is the most entertaining part of this arc to me. Plus, your Wily voice is *really* good!
The really interesting thing about the Emerald Spears is that despite being evil for their hatred of robots, they actually predicted the future, since by Mega Man ZX the line between Reploids and Humanity is blurred to the point that they're nearly indistinguishable, and by the end of Mega Man Legends, humanity has gone extinct.
...and then it goes into *MEGAMAN III* The first megaman I ever played. The first one I ever beat. Basically the first one with a narrative beyond "Megaman fights through 8 bosses and their levels to confront Dr Wily. " I still recall being super curious as to why Break... Protoman didn't attack during that one sequence in the game. Rock and... Blues... just... stared at each other for a few seconds and then... he leaves, allowing megaman to press on. And when the game ended... after you defeat Wily... what Protoman does in the end was a genuine surprise. Can't forget that tune either 🎵Whistling Blues🎵😢
This issue doesn't sit right with me anymore. Everything with humans, tools, robots being able to cause harm based on what's driving them was excellent. However, the Megaman timeline also proves Xander correct.
Possible spoilers below, read at your own risk: Xander Payne, for me at least, did become a more interesting antagonist after his time travel adventure to the Mega Man X era. Partly because, like you said, he unwittingly predicted the Maverick Wars. That said, the Maverick virus that corrupted/empowered Sigma was another of Dr. Wily's creations, so most of the chaos that happens in this timeline is his fault.
I know this sounds dumb, but I kind of feel sorry for Xander. Don't get me wrong, what he's doing is terrorist behaviour, but I think it may be die to the trauma of the attack. People often do... strange things when they're hurt badly. I guess he wants to prevent anyone else from experiencing the pain he had to endure, but he's going about it all wrong.
You have a point, but it's like he's not going to listen to reason whatsoever. He went out of his way to violate the whole "DON'T HARM HUMANS" Rule that the ES clearly has set. He's out for "blood" in the Spiritus Ex Machima saga, and even thinks that an apocalypse has occurred he travels forward in time, and sees Arcadia with humans and reploids. The logical thing to do would probably be to get some therapy, but based on his actions, he doesn't seem to think it'll help whatsoever.

They expected war machines and that's what they got with the Joe-Series of robots... mindless drones. But Blues was the first. Designed for war. Everything else to come was based on that... and this carried over to the Reploids further down the timeline. It all stems from a war machine.

I get what he went through was horrible, but Elecman WASN'T himself (brainwashed by Wily, a HUMAN!) and Payne, you have become no better than Willy, no.. even WORSE!

I think that was the point and it came across clearly in the voicing. Even the way she still doesn't understand hope at the end... hopefully she got her spark back.

This was a fantastic arc that offered something new to the Mega Man mythos from anti-robot extremists and AI free will philos0hy to a thriller tone.

She's monotone because she had her personality ripped out of her. They go into more detail in the previous issue.
