I planted some goodwin lavender the same way, and the Goodwin survived but all the English died. I live in the high desert of California, and the soil is very clay like.
It also could have gotten too wet being watered everyday. Some varieties of plants are more tolerable of different conditions then others. Maybe try adding more compost to your clay like soil. Check to see if the English lavender that you are trying to grow is suitable for your growing zone. Those are my suggestions to try.

I started planting rows of lavender. English on best so far for NS Canada climate. All.the Spanish one not a chance of bouncing back.
The English lavender come back in my climate too in Pennsylvania but the Spanish lavender I overwinter in my heated greenhouses.

How did your lavender do with mulch? I heard not to cover English lavender with much. I am planting some soon
I covered them with mulch and they are perfectly fine 😊 they grow really big this summer!
