I used to see those at ultralight fly-ins around SC/NC/GA/ and TN. Not many of them but you did see them. Not all of them had that pre-rotator installed. The funniest takeoff I saw was a dude stood up out of his seat, spun the rotor up a little by hand, belted himself in and took off.
