Nah he's still acting, they just talk the same but everything else is different.

They sound the same but Fez is completely different to him in character. He's way more serious and on edge.
People who say he's just playing himself are really underestimating him. He gets a lot of Fez's personality and thoughts through with just his expressions and body language alone.
