Not Jasmine but chiming in as a card-carrying member of the Chronically Tight Hips Club: Does doing a bit of active stretching to release the glutes and hamstrings help? Sometimes when my hips are being difficult, it's because I've got tense muscles around the flexors and that whole area which are putting extra pressure on the flexors. Making sure I'm really holding my core also helps, it "lifts" a bit of pressure off my hips and I tend to have better range of motion in hips as a result (also works in 3/5th position, grand battement à la seconde, etc.) (Tight hips can also sometimes be a sign of weaker hip muscles too, and they might need more strengthening than flexibility work, as counter-intuitive as that sounds!)
