In this case, "Nahnu" the Arabic in the Quran used as a literary style is used for glorification. In the Quran the "We" is used when referring to God's attributes. It's similar to when the English Queen or King giving a decree they will say, "We have decided...etc". But the one laying down the decree or speaking is only one which is why they use the "We" as a position of power and respect. And the one more deserving of using "WE" is none other than Allah. The Most Glorious and The Most Exalted.
