All that is needed is for the consumer to have access to the energy market and the consumer will solve the problem. If I am offered 30c/kWh during peak demand vs 3c/kWh during the middle of the day for my electricity I will feed it when the grid needs it just by giving me more money when there is need. The government and the network do not need to spend any money at all. All they need to do is set the rules correctly.
