I can 100% relate to this being true because I have tried it in my case. But because I prefer the dutch guard more and less slipping, I use it less but iy can be very useful in a must to enter within range situations for shorter and more explosive or fastee fighters in my opinion. Correct me if I am wrong but I have heard reaction doesn't really work unless your opponent is slower than you are and also has poor timing. Someone who is slower but with excellent timing may still land on you before you can slip, dodge, roll etc. My experiences in sparring backs up this belief.
Reacting here is a non literal term. What he means is he was being defensive and trying to use specifically predictive defense. It didn't work cuz the other dude fights a little wonky and was throwing things weird, thus messing with the prediction part of predictive defense.

Fair comment, but I must ask: do you use small gloves with Dutch guard though?

You are confused. Yes, timing and predictions are more important than reacting but reacting is also an important component of fighting.
