If you knew the history of what happened with Novgorod, you'd understand why that line is so hard. Ivan literally laid siege to a city of his own people. He took around 500 priests, monks and father superiors and had them flogged in the town square.. then they were beaten to death 2 days later. He spent days taking every valuable from all churches in the region, beating the monks on the bottom of the their feet if they didn't give enough. He then gathered up all the town leaders, merchants, etc. and tortured them and their families by roasting them over fires and burning them repeatedly. Most lesser merchants were treated similarly later. A large number of both parties were later executed anyway. Then he guided his army to raid the main streets and markets and kill all who resisted having everything taken from them, regardless of gender or age. As a final gesture, he torched all the farmland in the region. The 5 weeks of hell ended with Ivan sending the poor, craftsman and homeless to wander out of the city into the harsh Russian winter where they either died from exposure or starvation. Rough numbers say he killed between 2,500 and 12,000 people in this 5 week period and the city never recovered.
