All those police are not there just because of the auditors. They are there to justify their own jobs. It is a trick they use to prove they are needed or when their logs are looked at it seems like they were all doing stuff, they have a primary for the stop which they switch up, and everyone else attaches themselves to the call. So instead of 5 patrol cars having their logs say all quiet for entire shift or only had one incident, it will look more like: responded to incident as back up, attached to scene of primary.... repeatedly, with one or two being themselves the primary.

That's switching the primary) It looks like they were all busy when you look at each log individually, but if you look at them as a whole it falls apart. (its a trick to justify their existence)
