Most certainly! In order for executive function to properly develop you will need a good example (caretaker) who you see in a good light and thus want to follow. They teach you the fundamentals. In the case you do not have someone take proper care of you or you do not like the caretaker executive functions are harder to develop. Also, when a child has too much other information to process, like abuse and/or neglect, there will be less time and space for executive functions to develop. During that time there were more important things at play, it came second.
About the working memory, it just hit me, that's why dora the explorer used to repeat constantly the places she was going to visit on every episode
