+gary elderkin the hacking tool is i believe the Twins side quest that is available during the Main Quest The Gathering. Heres the twins mission. ua-cam.com/video/B966fefIt2E/v-deo.html remember you will get a mission called "Crash Boom Bang" thats the one you want to do. Then ur given 2 more missions from the same people. You pick up the tool next to you after your done.
while your traveling around when 61% done with the story on the bottom of the map at some point you can see a plane fly by, near some lake i remember but i forgot what it’s called go there and do the quests your given it starts off at crash bomb bang
+h4cks4life64 You may need to progress through the story but if not that you may not be able to recieve considering its a Developer weapon and you may be playing in Nightmare mode.
