Can't agree more. This game is basically Arknights but with more difficult gameplay (though still has easy parts) and more complicated storytelling. The music and art are both fabulous.
@@adroitws1367 well the Chief doesn't always shackle, the Chief only does it if the sinners succumb to the influence of mania when it intensifies, for example du du wasn't shackled and same goes for crache.

to answer your question, assuming you have finished the event . . . Shalom is a fake shepherd by paradeisos. They artificially removed her emotions with technology because her Sinner ability lets her control others Mania if they are rageful or emotional and if they made a sort of pact with her. Chief is a shepherd that Paradeisos wants and wants to copy. By the end of the event, Shalom orchestrated everything so that she can be finally "free" and not be killed because paradeisos already gave her numbered days. She succeeded in making Paradeisos think that she is a unique malfunction when she wrecked herself and her emotion monster in Coquelic's battle. Shalom is in the side of freedom by the end. She is on Rahu's side and maybe Chief
