At that point he may have thought to himself "wow ill do it for a UA-camr for free if I can just get credit in the video, otherwise I still need to charge the full 89$ for what she wanted"? (I agree the Ps is terrible and way over priced even at $5) I am not saying this is what happened but its possible, especially since she stated that she didn't respond and then he upped the price. You usually charge a commercial fee if your work will be used for something that you make money of, like a youtube video, business cards or anything related to a business. So, the commercial fee makes sense :) I can't believe people think that commercial fee doesn't exist in this world.. Next time ask your Twitter followers to edit your photos. A lot of people are pretty talented using app on their phone and can do way better then what you are paying for.
