Yes, you are right. Some people misunderstand concerning amount of Chithue to three choekas. They only think of our exile community, but the main reason is our people in Tibet. We are supposed to represent them in Tibet. We do not need an exile government just for ourselves. Most of us are already citizens of many diffirent countries. Even our Sikyong's family are Canadian citizen. Yes, Tibetan language is important and it should be kept alive. We have good possibility to survive thanks to our people in Tibet, Bhutan, Laddha, Himalayan regions of Nepal and Møn of Arunacha Pradesh.

For the Upper House each state, regardless of population or size, has two senators, so currently, there are 100 senators for the 50 states. For the house of representatives which is also called lower house has 435 representatives, they be elected from single-member constituencies or districts.
