This didn't show up for me, but I found that I had accidentally clicked [SHIFT + ENTER] to hide it. Doing this keystroke combination again will show it again.
If this doesn't work, here's the manual way to re-enable your velocity control panel:
1. click the options carrot in the window (to access file/edit/tools/stamp/etc)
2. Click "View"
3. Click "Flip Separator"
