They need a system like SF6 where they punish/penalize you by putting you against other quitters and you have to play a certain number of matches to the fullest to get rid of that penalty.

Even if there wasn't video evidence of him plugging, the Namcops could launch an investigation into his matches in which there were disconnects, see who disconnected, and at what point in the match the disconnection occurred. Namcops will infer he was the most likely to disconnect, considering most of the plugs I have witnessed were him losing or about to lose. This guy is funny if he thinks he's being slick with the screen hiding.
