Yes 3mm cord will be perfectly fine fine for smaller ring/hoop as well.

Hi. This is stunning. At the start it says 3 cords in the middle but video shows more. Is it 6 cords at 5m and then 6 cords on each side of 4m? Thank you 😊
Yes, that's correct! Middle 6 cords are of 5 meters and on both sides 6 cords of 4 meters length.

are you sure on the measurements? it doesn't look like it is 42 inches across ear to ear, so I am just checking. Also, 5 meters (about 15 feet) seems very long for a cord length, how do you manage the long cord while tying knots?
The measurements of the finished project are approximately the same. And yes 5 meters may seem very long but once you start knotting you'll realize it takes as much. Just to say that it is made of double hitch knots throughout and double hitch knots consume a lot of cords in comparison to other knots.
