I worked at a city water department years ago and its actually pretty safe if you are wearing the rolling safety climb harness. The notched pipe that is running vertically between the ladder rails is designed to have an apperatice that fits around it and rolls up or down as you go.you lean back and its non stop but if you miss a step and fall towards the ground a stop device will engage in one of the notches and you only can fall the distance between each notch. I loved going up to the top of the dome to gaze at the awsome view. The only reason i could go up there was if one of the two 60 watt incandescent light bulbs inside a red glass cover happened to be burnt out
