I was taught to lift your hands up, and make sure the horse is collected going into the stop. If they aren't, they will tend to be more heavy on the front, causing them to drop.
It is not there to hold the saddle on, just added stability when roping. If it were tight it would act like a flank strap causing the horse to buck like you see in rodeos- bareback and saddle bronc events. They also use a flank strap in bull riding.
