What does blitzkrieg perk do?

Every tower has 10 range when you equip the perk
any extra range the towers has will convert it into 9% firerate buff
Ex. Tower has 20 range
range converts to 10 and the excess range will turn into 90% firerate buff
1 range = 9% firerate buff

and if you max him the ability will turn into a more powerful one but turning every enemy into the Soviet Union.
