it's an electronic kind of sound created with a synthesizer. the kinds of sound you can make with them are ridiculously varied and it's like a craft of its own. there are generally 2 ways to make noises like this - the hardware way (buying old keyboards from yamaha, roland, moog, etc.) or the software way (making sounds with tools in cubase, fl studio, ableton, etc.)
It sounds like a sawtooth wave on multiple octaves (from the base note) with some filters and distortion on top of it. Most old 80's and 90's synthesizer keyboards and modules had preset sounds similar to that and you can then modify the filters and effects on them to make custom sounds. If you can find an old Yamaha TG-77 those were a really cool 6 operator FM synth module that also had PCM as well and you could mix FM and samples in the same sounds, really fun to play around with.
