AU in which Steve and Loki knew each other before he went down in ice and he wakes up 70 years later to changes he never wanted. But he's still loyal. and the avengers won't allow him to get into the rescue/rehabilitation of a demi-god on his own.

I think Loki/Steve can work because of Steve's belief that there's good in everyone. And the need in Loki to be actually valued and loved. In my head, Steve can provide that. And they're both people who will be loyal once they find sanctuary in each other.

I can really see where you are coming from - and I agree; but ... Steve mustn't forget that Loki is a Trickster (a handsome, gorgeous Trickster admittedly) so he must be careful not to get his heart broken. Can't wait for anything new you may create - go for it!
