sir, we r missing one simple point about allocation. as u said, if we take 20% of benefeciaries avail the scheme, it should be 20% of 10 crore and not 50 crore because this cover is for 10 crore family ata time and not for 50 crore individual. so if a person from a family avails the cover once in a year, the other member cant avail that cover. so i think there should not be this much gap as shown by you
20:26 cost will be monitored by insurance company.. Govt will pay only the premium.. So the point 5 is irrelevant I think . For point 6 & 7.... 1.5 lakh health and wellness centre will be created for primary health services and already there are primary health centres at grassroot levels.

Let us first Congratulate Government for doing something in Health Sector which is different from past and has made an attempt to integrate the whole country by one scheme. God help those who help themselves so let us not our whole burden on the Government. Fully agree that there is no point to keep Tertiary Care in Ayushman Bharat when public of India is suffering majorly from Primary Care. Why there should be Total Knee Replacement and Angioplasty (doing angiography and putting stent) in Ayushman Bharat. Request to speaker to not have Negative Approach for Private Sector Hospital. If private hospitals were running on inflated bills and high bills , then Government Employees would not have being coming to Private Hospitals by way of CGHS ( Central Government Health Services), ECHS and various PSU are on panel of Private Hospitals. Perhaps the success of Ayushman Bharat lies in Private Sector Hospitals and Health Care Services. As long as Private will not join , this scheme will gradually fail. Government has made an attempt to bring working of Government and Private Hospitals on same page. Already the private hospitals have way of working where in a bill is generated and presented to Insurance Company, which after scrutinizing is paid by the insurance company. But such way of working is absent in Government Hospitals. Our age old Government Hospitals are used to getting huge huge Grants from the Government which is spent in a way , that there is no accountability. Now , when bills will be generated ( computer technology) then not only there will be accountability of consumables used but also the speciality of doctors who have seen , their due visits ( which will stand in consumer court and medical councils ) , so even Government Doctors will work responsibility and have fear just like Private Hospitals.
Could we write that like ayushman mitras govt can allocate in each hospital a committee to look into the expenses n in case any inflation is there thn tht hospital can be penalised..
Sir,thanks for the lecture....I have few doubts, can we highlight this grey areas in mains exam....as per the money alloted we can clearly see this scheme is not going to work ...I mean it would sound like I am opposed to the govt.....also I had read somewhere the scheme would also cover pre and post hospitalisation...can you help with the doubts....thanks again
I think being a civil servant we ought neither oppose nor support all govt moves: we are to feed the ideas and by constructive criticism one can do better. Else in each upsc exam year we ought to look who is ruling but that's ridiculous.
Selling stakes owned by the govt will only provide funds for once. What about the expenses of each year? This alternative provided by you looks grey itself. Pleasd shed some light
