Hi Nina! Great question. Chalks should be set to avoid them from rubbing off. I've used cheap aerosol hairspray on cards (not on scrapbook pages!). Purchase it at the Dollar Store. You can also try the Krylon Matte Finish spray or the Krylon Preserve it. They are far more expensive options but they work as well. The Krylon can be found at all major craft stores and sometimes at large home improvement stores. Be sure to work in a ventilated area and you need one light coat, not too close. Hope this helps!

I get really cheap eye shadow at the 99 cent store (at least I used to! Now all our prices are inflated like crazy!)
