Can you run Jack the Ripper in cyberpunk / shadowrun? Absolutely you can and you might want to. It is filled with mystery and intrigue and not just your heist genre.
What about election fraud or the accusation of election fraud? Sure, if your players aren’t sick of it in real life.
Same with a global pandemic.
But you could look into true crimes podcasts or UA-cam channels to get ideas for a grisly murder or serial killer.
I was reading a book that was talking about some internet “games” teens were playing and adapted one of the monsters for an ancient Greek campaign.
Seriously the sky is the limit here. You could take one of these internet games and twist is for your 2077 world where the internet really is making this thing a reality and a rogue AI is capturing people’s bodies in the process, but for what purpose and who will be caught up that the player’s know and love into it?

Serial killers happen in rural areas. The US state with the most serial killers and serial killer victims is Alaska. The isolation allows the serial killer to get away with it, whereas in a city, there are too many eyes/security cameras around.

Do you know how to write a rebellion in a cyberpunk setting?
Great question - personally I haven't done it in a cyberpunk setting but that shouldn't be too complex. I would start by figuring out the sides of the conflict. Is it simply a group vs a large corp or is it more nuanced than that? Are there 4 different factions that are combining forces to take down the dominant power? What happens if each faction wins? What happens if they lose? What would happen if the players weren't involved? Write out that quick timeline of events. Now figured out what your players could do (different scenarios) that could sway the rebellion one way or the other? Then see how that changes your timeline of events. How do the powers that be react? How do the other factions? Maybe the factions could have overthrown the government or corporation, but instead they saw the end was nigh and quickly turned on each other in the last battle. So many different things to do here. But I would start with how I would tell the story with major events along the way in a quick one pager. Then play through those major events with the players and see how your one pager gets changed and how the different players would react.
