Some sort of bonding strap or jumper should have been incorporated into that panel. It’s putting a lot of faith on a small screw. Great presentation on this kind of fault

Thank you for the question. The advice to the homeowner would be very generalized. Too easy to get in a tug of war with the electric contractor. Direct the homeowner back to the GC to resolve the problem and if they have questions, don't hesitate to contact me.

Voltage measurement without a current measurement leaves us with questions about whether the system was loaded or unloaded. Our minimum voltage allowed at the meter is 114-114-228.
I am having electric surges and dipping so low the light on the stereo goes plum out,I can turn on a lamp and the fan sometimes speeds and sometimes slows down, it took 9 hours on the phone but finally got the electric company out and he said it tested 243, but I had ever thing in the house unplugged or off, it's been going on for 2 weeks now, should I try to get the electric company back out?
@@childlikefaith7257 Most utilities draw a line between their stuff and your stuff. Most do not feel compelled to troubleshoot equipment on your side. If you can’t troubleshoot the problem and the utility won’t come, hire a competent electrician.

If it was mine to fix,
Add three feet of wire and land the neutral from the riser to the neutral lug designed for that job.
