if you mean on the hunters' end, i think probably yes. i know these aren't supposed to be 'fair' per se, but if you're putting in stuff specifically for the hunters to do, it's probably worthwhile to give them a reasonable chance at actually... doing them. maybe hints or something of the sort?
I think it was a combination of mutual agreement and not knowing how to, plus the other abilities were either passives or obscure. Like, picking up mobs to use as projectiles? Lava heals you? Who would think to try that.

for the quests you should make it so they get a hint on them, like for the drowning one it should've said "Water Quest unlocked" and let them figure it out from there
