There is some amount that you have to pay as a penalty but tbh there is no law and no one is going to drag you to court or sue you for anything. Many people leave for good that too for a rival airline and nothing really happens but if you can then do serve proper notice period and contracts as you will loose things like relieving letter and experience letter too.

None of them provide you with accommodation but the stipend is usually between 15k-18k .
