Frank in the parking lot is probably there to spawn in the zombies or something, probably related to the usual thing devs do in games where stuff like NPCs and scripts appear when the player character is close to them, for example that happens in Super Mario 64 aswell where every enemy is completely devoid of any intelligence until Mario gets closer to them.
Good to see you finally got this out. 0.70 really is a neat little thing. And the return of typos is a fun thing. Insantiy is up there next to Paladise Plaza in the great typos of beta builds. :D

Thats very funny that frank west is standing at the parking lot in the main menu and zombies walk pass by him into mall but they don't care about him in the parking lot
One thing I will say about the facial animations is yes they're better than a totally unmotivate face but I don't think they fit frank at all. I think instead of scrapping them they should have found a better way to make him expressive. But generally I don't mind his less expressive nature, even if it can look rough at times. I think animations like those fit a character like Nick Ramos far more.
The npc swap at the start was because Aaron and Leah are some of the first survivors in the game, so they changed them too Rich from day 2 and Michelle from day 3
Apparently 4 represents "Death" in China or Japan, and I think that's interesting that there's Thirty FOUR photos, 4 life bars, 4 inventory slots (I think) also funny that Dead Rising 4 SUCKED
