Both are good options for cross platform applications. I would say for complicated apps the best option will be native Android (java, kotlin) and IOS (Objective C, Swift) then you can go for flutter (Faster and More Native) and finally React Native (A little bit slower but mature).

They are frameworks not languages. Flutter is a framework built on top of Dart language and React Native built on top of JavaScript.
