1) jackhammer the court and remove OR pulverize rubble; reuse if possible as coarse gravel. 2) truckload of coarse gravel and rake level. 3) truckload of sand. 4) add more layers if you are super-wealthy. 5) crush red brick (can be done manually over time with a block and tackle custom barrel crusher). 6) spread "clay" and rake level.
Red brick is free and available all over the place. Collect at construction sites or check Craigslist. Be prepared to water and weed on a regular basis. Otherwise, your court will be rapidly destroyed by neglect and cracking. Over time, you can do it. But be prepared to maintain! An alternative: SAND court with tufted artificial grass to hold it in place. Again, it must be maintained, but not as much as red clay court. Sourse the tufted artificial grass at sports stadiums that regularly turn-over their playing surfaces. Be prepared to deal with the waste (plastic/silicone pellets=garbage).
