To improve your card/part hunting odds, play the highest level... on the highest difficulty... with the Ace of Spade (ua-cam.com/video/EueppSoYfyw/v-deo.html) and Lucy Clover (ua-cam.com/video/TUy6roA_tMo/v-deo.html).
Lâm Trọng just keep playing. I got mine on level 4 insane. most people think they drop more on higher levels but I found no higher drop rates honestly.

As for Reloaded, "the last card dropping on higher levels" actually came from the developers (I emailed them). I have been playing for months and got nothing. When I thought I finally got it from a floating box, the 'permanent card' changed into a temporary one!

they only rotate for the classic with the laser whip (card 24)

No new levels planned. However, iDreams could always surprise us with a special event level like the holiday level.
