Alfred Keter forgot that Jeff Koinange is a mouthpiece of the Jubilee (Uhuru) government. Kipchumba is simply trying to do his job sycophancy. Even the Deputy President really knows this project is wrong.
For some reasons I cant understand these Keter guy. Debate is usually won by facts and the senator seemed to have had his facts and that's how debate is won, Keter seems not to understand the complexity of bureaucracy .
