This is an easter egg from Ghouls'n Ghosts. To access it, hold B while selecting Shade Man's stage. This can be done on the US version as well; I used to do it all the time.

Rockman：…… It still implies the change within Rock, that he was ready to kill Wily, something that robots in Classic era just never really did. I say just never really because I am not entirely sure, there's been instances where they've aimed for humans and such, but they've always survived as far as we know. It's not like in X era where they are killing humans and reploids left and right. But yeah, it's a great ending... That never again was brought up.
Let it be clear : IT IS NOT CHEATING; a TAS-user only uses flaws in the in-game programming datas; cheating would have been declared if he had used a code to get unlimited energy or such!
I love how Turbo man was your first select boss when he appears selectable. And you use only buster lol. I do this all the time myself and I play it at normal play no TAS needed, the flame and dash attack he does are easy to dodge if you know how ;)
