I see it this way: a "fourth up" seems to be the same harmonic step as a "fifth down", like G7 -> C (V7 -> I), counting either 4 steps up from G to C or 5 steps down from G to C, whereas F -> C (IV -> I) is a different harmonic progression (subdominant -> tonic, not dominant -> tonic).
