Park rangers don't handle street crimes. That's city police or the sheriff. Know your types of law enforcement. These park rangers don't have 100% police powers nor they are armed.

I've seen unleashed dogs run into traffic and cause accidents. We had a guy at work get bitten by a "service dog" recently (that's the next thing they need to crack down on). You can go to an enclosed dog park if you want to run them off leash. And, you can exercise them plenty on-leash.

But I'm not too sure about gov't surveillance of the public in the act of making dog-walking plans with their friends. Kinda ridiculous & constitutionally creepy at the least ("leasht"?).
I work in park and rec as well and we are dealing with the same thing on my side. These dogs owners are ruthless and don't care about other people safety's. Every time we do educational enforcement they act entitled and in the right even we read the law out loud to them. These Denver park rangers are doing the things in the right to make sure dog owners are obeying leash laws again. Once again, there is a sense of entitlement from these dog owners.
