While it is true that structural change is not the sole solution but the faulty system within especially the congress is no longer acceptable "somehow" e.g ,Partylist system amendment,will this push through if congressmen will be affected, the liquidation through certification, the power of the purse even to the constitutional bodies like coa, comelec, human rights ,how can they be fully independent if they were to beg for their own budget through these congressmen?the conflict of interest within the 3 separate branches of govt e.g speaker of the house as the cousin of the president, the committee of accounts being the wife of the speaker, the sole discretion of the speaker to give budget to whoever favors him the fact that they were all equally elected , partylist heading one of the most important committees like the appropriations etc.,the fact that they do not have their own district or constituents and only represents minority sectors and so on...✌
