I heard powell speak , he said lowering 3 Times , and it was not a certain , it was a MAYBE , There was no statement about 5 to 6 times lowering !

This was based on some headlines prior to his speech. You are correct that he said 3 times and nothing is ever certain. It has been interesting to watch the rates this past week for sure!
