In third angle of proj the plane is always between observer and objevt and the plane is treated as transparent. Dont show the obsetver on the object side as you have shown Kindly correct this.

For 3rd angle projection front view is parallel to hp and for 1st angle projection front view is parallel to vp, in other words front view is length of object or height of object respectively
In 3rd angle projection plane should be lies between object and observer. But in your graphical representation for 3rd angle projection you have shown that object lies between plane and observer. i.e same as 1st angle .
It doesn't matter where you're watching from when you have to make reference line horizontal plane have to be rotated in clockwise after that top view will be in top side

Why not considering 2nd and 4th angle projection in Engineering drawing? Please answer it

I want know why we can't make engineer drawing in 2nd and 4th quadrant
IN 2ND AND 4TH ANGLE DRAWING CAN OVERLAP WITH EACH OTHER.
WE CAN USE IT IN POINT CASE.
a small mistake you made in 3rd angle of projection. the observer should be in 4th quadrant not in 3rd quadrant
