ओम बिरला साहब,स्पीकर आसन पर बैठ,कई बार व्यवस्था दे चुके हैं कि स्पीकर, के पास (कुर्सी के आसपास?) कोई बटन नहीं, जिससे माईक या कैमरा बंद किया जा सके?
इस समस्या की जड़ में जाने के लिए, मालूम करना ज़रूरी है कि यह समस्या Procedural या Unprocedural है?
स्पीकर साहब, बिल्कुल ठीक कह रहे हैं;सदन में किसी सदस्य (विशेषकर)विपक्ष के सदस्य का माईक या कैमरा बंद या उस सदस्य से, फ़ोकस हटा कर स्पीकर अथवा सत्ताधारीयों की बैंचों पर कर दिया जाय।
यह साफ़ और स्पष्ट होना अनिवार्य है क्या माईक और कैमरा पूरी तरह " आटोमेटिक" या सेमिआटोमैटिक है?
अगर सेमिआटोमैटिक है तो,यह सब असंसदीय (सदस्य के अधिकार, उसके विचारों को,देश तक पहुंचने से रोका जा रहा )है। जो विशेषाधिकार हन्न का मामला बनता नज़र आता है?
इस से बड़ा और अहम सवाल यह है कौन है जिसने उस
आपरेटर को निर्देशित किया? वह है कौन?
दूसरा, यह कब से शुरु हुआ?
क्या यह समस्या हमेशा-हमेशा से है?या,
पहले कभी कभी हो जाता था?
या किसी निश्चित,अवधि से दिखाई दे रहा है?

It should be properly enquired who is getting the mikes muted. This is a serious issue and should be addressed by the respective house chairs. It should be responsiblity of the chair.
Camera is more focused on the face of Speaker and treasury bench.

असल बात ये है की संसद में कोइ भूत रहिता है, जो माइक को बंद कर देता है , और इसमें किसी का कोइ कसूर नहीं होता। कम से कम ये होना चाहिए कि , जितनी बार माइक बंद हो उस ऊपर उसी वक्त मिनी वाइट पेपर आना चाहिए। अगर किसी भी वजह करके किसी का माइक बंद हो उसको आधा घंटा और मिलना चाहिए। जैसे हर किसी को कितना समय बोलने के लिए मिलता है उतना समय उसको कैमरा भी मिलना चाहिए। किसी और को दिखाना हो तो उसे मिनी विंडो में दिखाया जाये। स्पीकर को डायरेक्ट कंट्रोल (माइक और कैमरा ) पे दे देना चाहिए (चाहे उसे technitian का mini कोर्स करवाना पड़े ), और उस को ज़िम्मेदारी देना चाइए , स्पीकर ग़लत काम करे तो उसे सज़ा भी मिलनी चाहिए। या यहां से सभी मीडिया कंट्रोल हो रहा हो उस को लाइव दिखाना चाहिए। या टेक्नीशियन को स्पीकर के साथ ही बिठा देना चाहिए। ... ....

Yes. Speaker is only present to ensure proper conduct of procedures. He is not there to create his own systems for procedures. That is the duty of the lawmakers collectively.
