You can create something but be weaker than that thing. Shinra created Death to be the supreme god in Fire force and Soul eater. a supreme god it is he who is above everything and shinra created Death for this purpose because when Shô told Shinra that he had become a god, he said he did not want to be so he created someone above who will play this role and on top of that he handed over his powers to Death.

I finished the manga today 10/10. Black Star is probably the best anime character is ever seen. Very relatable character
