I actually saw a post on this and that person actually did the math. If you took out the fillers including the stretched out scenes and awful pacing, One Piece would have about 30% filler. Which isn’t that bad actually.
The Boruto Anime should not have a weekly release schedule while the Manga is mouthly and still ongoing, that is the main reason why the anime has some much filler. They need to change Boruto from a weekly release to a seasonal release, that way we can get better and more consistent animation and it would completely get rid of the filler problem the anime suffers from.

The water and fire breathing techniques are not there. It's just a device used to enhance the Battle and animation of the show and to add character development for the hashira. But in reality, if rengoku (was still alive) an needed to start a fire in the woods. He couldn't use his fire breathing techniques.

As a guy who have watched Boruto weekly since 2017 and recently rewatched it and read the manga, I can explain. 1) In these filler list they consider Novel adaptations as filler (even in Naruto filler list). There are good 50-60 episodes that are from novels. 2) Manga is monthly. There is not enough content to make episodes even if it had OP pacing. 3) Some arcs are literal prologues of canon arcs, they are not your typical "wtf will this contribute" arcs. There was one character who died in same chapter he was introduced, so they made a whole arc dedicated to him to flesh him out. 4) Mangaka himself said anime tells a more fleshed out story, with giving screentime to side-characters and world building. Kakashi haven't even debut in manga but he has his own arc and training scenes in anime. In conclusion, I think there are still fillers but these list are just very above they surface. I can say there are 30-35% filler but this list is just bad.
About that first part of filler vs pacing I still think filler is better because u can just skip it but with one piece ur kinda forced to just watch even when it’s slow

Jinbe is taking damage from a fang pistol, Sanji kicked Queen to another Island, also Jinbe’s block is a named move, meaning that his regular blocks aren’t as strong as his named one. Sanji or Zoro would low diff him, Sanji can just literally blitz him and one shot him, Zoro could just one tap Jinbe. Queen could react to hybrid Marco in base, yet he can’t react to base Sanji post awakening in his hybrid form. The effects can not be seen and are not there but the characters can feel those effects of the things so basically the effects are like if the air around you tasted like chocolate pudding you would feel it but you can't see it.
The studio that making Boruto was rush because of the manga is only a concept at that time yet they making a movie about Boruto, and then they like Hiatus for 1-2 months, so when the manga is finally out for 6-7 chapters, they already animated it!

The effects are real. When rengoku was fighting akaza he blocked his attacks with fire. Using a fire wall and blocking air type. And when we saw them just hitting his sword regularly he had a lot of knock back. And when using the fire there is no knockback.
The writer of Demon slayer had went out and said that the effects were fake. Nobody believed that, or liked it so everybody just decided not to consider it true since the effects can be used to their advantage, like that time he used the waterfall technique to save himself from a fall. So since the creator said it wasn't real, unfortunately the hard truth is that it is in fact fake. So he definitely wins the plot armor thing.

The effects in terms of power are not there, like when tanjirou uses water breathing he doesn't produce water, but in the line of sun breathing the speed at which tanjirou moves his sword as he swings produces a lot of heat due to friction in the air making the sword red. this is shown as fire since the sword is black and if heated becomes red. Also Zenitsu can produce lightning as he moves extreemly fast producing an electric current
In the Mugen Train arc how did Rengoku not burn the train with his fire? I get where the Demon Slayer fans are coming with this but at the same time there are moments when either Ufotable or Koyoharu mess up the way the Breathing technics work. But for me I think it is there for effects.

About One Piece. The thing is it has a low count of completely filler episodes but has more mixed filler-cannon episodes than any other Shonen series. Usually an anime episode adapts 2 or more chapters of a manga. One Piece consistently adapts 1 to 2 chapters never going beyond. It got to the point where they weren't even adapting a whole chapter in the dressrosa arc. Half of the runtime of the anime is padding. Either reaction shots, repeated flashbacks, added filler padding, longer OPs, recaps, etc... A good proof of this is One Pace. The equivalent of Naruto Kai. They cut down the anime to remove any non canon, recap, or extended reaction shots. This cuts down the episode count by 400+ leaving the One Pace version at only 400 and some episodes. So technically the One Piece anime has more filler than all other shonen series. The manga however, though paced poorly at times, fits the description in this video and is all canon material that establishes incredible amounts of lore.

When Tanjiro was fighting Ruri, lower moon five, his sword broke at the start of the sword. There was maybe one inch of blade left. You saw how it went right through Ruri’s neck as if it were full. Granted, Ruri did cut it off with hood webs, but why would he need to do that if there was not enough blade to chop the head off. It's not stated in the manga, the author confirmed it. But, Manga legit contradicts it multiple times, we see Rengoku blocking Akaza's blows with fire, Tanjiro creating water and even manipulating it TO DEFEAT THE SWAMP DEMON, Muichiro using his breathing to blind his opponents, etc. TLTR: Author said they are not there, but manga and Anime says they are there.
urahara alone could possibly solo the bleach verse, and not just due to power, but due to how smart he is and his unpredictable strategies, this man can think of multiple different outcomes for scenarios and he'll always know which one will happen
For the Urahara becoming an villain, it's not really clear but what happened was originally Kubo wanted to Uruhara kill off Aizen and the fake corpse is actually real then leading to the betrayal. Hope this clear things out a bit
i think tangiro's water is not an effect because if you watch the mountain arc when tanjiro switches forms to kill the demon in a peaceful way, it starts raining after the slash
In my opinion, the elements in demon slayer are real. I know the author came out and said that their were effects and usually I always agree with the author but this time no the author is just wrong. It may have been her plan to just make them effects but what was executed is completely different from the plan like rengoku blocking attacks with A fire wall or tanjiro saying he smelled or heard thunder from zenitsu and do remember Tanjiro has some of the best senses in the series so I doubt he mistake it for something else. in demon slayer the water and fire is just for effects so we can see differense betwen breathing styles, basicly saying that water breathing is a sword technique that imitates water, and to keep that in mind the breathing techniques does give the user some of a super human strenght speed and endurance

Jinbe is taking damage from a fang pistol, Sanji kicked Queen to another Island, also Jinbe’s block is a named move, meaning that his regular blocks aren’t as strong as his named one. Sanji or Zoro would low diff him, Sanji can just literally blitz him and one shot him, Zoro could just one tap Jinbe. Queen could react to hybrid Marco in base, yet he can’t react to base Sanji post awakening in his hybrid form. Breathing style attacks- u can't see them but they still have intended effects, for example: you use fire breathing, you can still burn things or melt things

The effects are real. When rengoku was fighting akaza he blocked his attacks with fire. Using a fire wall and blocking air type. And when we saw them just hitting his sword regularly he had a lot of knock back. And when using the fire there is no knockback.

The writer of Demon slayer had went out and said that the effects were fake. Nobody believed that, or liked it so everybody just decided not to consider it true since the effects can be used to their advantage, like that time he used the waterfall technique to save himself from a fall. So since the creator said it wasn't real, unfortunately the hard truth is that it is in fact fake. So he definitely wins the plot armor thing.

The effects in terms of power are not there, like when tanjirou uses water breathing he doesn't produce water, but in the line of sun breathing the speed at which tanjirou moves his sword as he swings produces a lot of heat due to friction in the air making the sword red. this is shown as fire since the sword is black and if heated becomes red. Also Zenitsu can produce lightning as he moves extreemly fast producing an electric current
In the Mugen Train arc how did Rengoku not burn the train with his fire? I get where the Demon Slayer fans are coming with this but at the same time there are moments when either Ufotable or Koyoharu mess up the way the Breathing technics work. But for me I think it is there for effects.
I dont know why this is actually still an argument like the author has said thrmselves that breathing effects aren't real. There are techniques that are an exeption like I think Rengoku's last move creates actual fire but other than that most effects aren't real.

About One Piece. The thing is it has a low count of completely filler episodes but has more mixed filler-cannon episodes than any other Shonen series. Usually an anime episode adapts 2 or more chapters of a manga. One Piece consistently adapts 1 to 2 chapters never going beyond. It got to the point where they weren't even adapting a whole chapter in the dressrosa arc. Half of the runtime of the anime is padding. Either reaction shots, repeated flashbacks, added filler padding, longer OPs, recaps, etc... A good proof of this is One Pace. The equivalent of Naruto Kai. They cut down the anime to remove any non canon, recap, or extended reaction shots. This cuts down the episode count by 400+ leaving the One Pace version at only 400 and some episodes. So technically the One Piece anime has more filler than all other shonen series. The manga however, though paced poorly at times, fits the description in this video and is all canon material that establishes incredible amounts of lore.

When Tanjiro was fighting Ruri, lower moon five, his sword broke at the start of the sword. There was maybe one inch of blade left. You saw how it went right through Ruri’s neck as if it were full. Granted, Ruri did cut it off with hood webs, but why would he need to do that if there was not enough blade to chop the head off. If you look at form ten, the water dragon was what was destroying the strings

It could've happened after the Thousand Year Blood War Arc. I desired a Central 46 Arc as well.

But, Manga legit contradicts it multiple times, we see Rengoku blocking Akaza's blows with fire, Tanjiro creating water and even manipulating it TO DEFEAT THE SWAMP DEMON, Muichiro using his breathing to blind his opponents, etc.
TLTR: Author said they are not there, but manga and Anime says they are there.

For the Urahara becoming an villain, it's not really clear but what happened was originally Kubo wanted to Uruhara kill off Aizen and the fake corpse is actually real then leading to the betrayal. Hope this clear things out a bit
i think tangiro's water is not an effect because if you watch the mountain arc when tanjiro switches forms to kill the demon in a peaceful way, it starts raining after the slash

In my opinion, the elements in demon slayer are real. I know the author came out and said that their were effects and usually I always agree with the author but this time no the author is just wrong. It may have been her plan to just make them effects but what was executed is completely different from the plan like rengoku blocking attacks with A fire wall or tanjiro saying he smelled or heard thunder from zenitsu and do remember Tanjiro has some of the best senses in the series so I doubt he mistake it for something else. So for your question, Rob, it depends on you personally. To me and because of all the things we saw that they are real, but it's up to you to decide.
