3:19 I think this part is pitched. I think the Janet team used the previous chorus and pitched it. While the following chorus , her voice sound "clearer" because she actually sang it. What add to my theory is that the "pitched" chorus doesn't exist in the album version.
While your theory is plausible (although there is flimsy evidence), the only reason the "pitched" chorus isn't on the album is because it used the VMA version, which was shortened due to the long intro and the dance breaks.
