The game is probably running in ps4 backwards compatibility mode. Ps5 has a gpu equivalent to something in between a 3060 and a 3060ti so in theory,it should be able to handle gta 5 at max settings at 4k@30fps. A pc even with a 4090 cannot push any game beyond its max settings unless there are mods involved so the visual discrepancy depicted in this video is one that baffles me.
Great comparison. You can use GTA V Extreme Draw Distance Mod and compare pc vanilla or ps5.

PS5 has better (infinite) shadow distance and reflections (becoz RT). Other features sucks
is beacuse this is the ps4 version enchanced not pc version
