the reason salt was able to move faster than time stop is because he was going faster than light there is a math theory (there is no actual evidence yet though) that says if you can move faster than light (the speed limit of the universe) than you would be moving back in time effectively, if he goes in and out of this state rapidly than he would be able to stop time as well neutralizing the others time stop.
